What should I include in my resume cover letter?

A cover letter (or letter of application) should always accompany your construction resume. The cover letter is a great opportunity to market yourself and should be brief containing only two or three paragraphs. It should summarize the reasons you are the right fit for the position (two or three most significant reasons - experience, accomplishments, etc.), communicate your upbeat personality (chemistry) and interest, and push for a scheduled meeting. In addition if you know of anyone currently working for the employer or anyone who the employer has worked with that can be a great reference for you, add them as a reference in your cover letter. Who you know can sometimes be the reason you get called in for an interview.
